History

Founded by Joe Baxter in 1948, Baxter Construction Company, Inc. grew to be one of Houston’s top 10 contracting firms over the span of four decades. Baxter Construction specialized in hard bid contracting for federal, state and local projects such as schools, hospitals, and federal and state buildings. Through its non-union arm, the company also completed heavy engineering projects including wastewater treatment plants, parks and wildlife projects and water projects.

Following in his father’s footsteps, Gregory Baxter purchased his family’s business in 1994 and converted it into a real estate development company. Under Gregory’s leadership, Baxter Construction & Development has developed numerous projects within Houston, most notably: the Tax Increment Reinvestment Zone 12, Courtlandt Square’s redevelopment in the Houston Midtown market, and numerous townhome projects throughout the inner city.
